Summary
The Afghanistan Teacher Training and Capacity Building Project, funded by the American Fund for Afghan Children (AFAC) and administered by the Red Cross, was an intervention to remedy the serious teacher training shortfall in Afghanistan. The approach used was school clusters with master teachers and trainers. The project introduced a school cluster program into schools in Kabul, Mazar-e-Sharif, and Herat, where it was safe to operate and where the Minister of Education showed a particular interest in seeing such a program initiated. Mazar-e-Sharif and Herat were areas where Red Cross bluepacks were distributed to children and where teacher capacity-building in those schools were of an added advantage to the children.
